Summary

Directs the Secretary of the Interior to make a grant to the Alaska Federation of Natives to further investigate and report to the Congress with proposals to implement the recommendations of the Alaska Natives Commission.

Authorizes appropriations.

Encourages additional State funding for the completion of the study.
