A bill to amend title 18, United States Code, to regulate the manufacture, importation, and sale of any projectile that may be used in handgun and is capable of penetrating police body armor.
Cop Killer Ammunition Ban Act of 1995 - Amends the Federal criminal code to expand the definition of "armor piercing ammunition" to include a projectile that may be used in a handgun and that the Secretary of the Treasury determines to be capable of penetrating body armor.
Directs the Secretary to promulgate standards for the uniform testing of projectiles against body armor that meets minimum standards for protection of law enforcement officers (which standards have been developed in cooperation with the U.S. Attorney General and which take into account variations in performance related to the length of the barrel of the handgun and the amount and kind of powder used).
