A bill to reauthorize appropriations for the Civil Rights Commission Act of 1983, and for other purposes.
Civil Rights Commission Reauthorization Act of 1996 - Amends the Civil Rights Commission Act of 1983 to require that, of the four United States Commission on Civil Rights members appointed by the President, not more than two be from the same political party.
Requires approval of a majority of the Commission before the Commission may submit a report or issue a subpoena.
Mandates an annual Commission review and vote regarding the staff director's performance, with the director removed if less than a majority vote for retention. Declares the director a noncareer appointee.
Authorizes appropriations to carry out the Act. Extends the Commission's termination date.
