Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVIII (Medicare) of the Social Security Act to prohibit the use of OASDI and Medicare trust funds for certain expenditures relating to labor union representatives at the Social Security Administration and Department of Health and Human Services.
