A bill to amend the Controlled Substances Import and Export Act to prohibit the use of an imported controlled substance (including flunitrazepam) to commit a felony, and for other purposes.

Amends the Controlled Substances Import and Export Act to impose penalties upon any person who, in furtherance of the commission or attempted commission of a felony under Federal or State law, administers or causes to be administered to any person without his or her consent an imported controlled substance, including flunitrazepam.

Directs the United States Attorney to coordinate the prosecution of any defendant charged with such an offense with State and local law enforcement agencies.
