Daylight Saving time Extension Act of 1996 - Amends the Uniform Time Act of 1966 to extend daylight saving time by: (1) beginning it on the third Sunday of March instead of the first Sunday in April; and (2) ending it on the first Sunday of November instead of the last Sunday of October.
Directs the Federal Communications Commission to make such adjustments with respect to hours of operation of daytime standard amplitude modulation broadcast stations as may be consistent with the public interest.
