National Senior Citizen Hall of Fame Act of 1996 - Establishes the National Senior Citizen Hall of Fame to bestow honor and recognition upon deserving citizens for their outstanding accomplishments, service, and contributions to the lives of older Americans.
Authorizes appropriations.
