A bill to amend the Nuclear Waste Policy Act of 1982 to prohibit the licensing of a permanent or interim nuclear waste storage facility outside the 50 States or the District of Columbia, and for other purposes.

Amends the Nuclear Waste Policy Act of 1982 to declare unlawful, and to deny authority to the Nuclear Regulatory Commission to issue a license for, the construction or operation of a permanent or interim nuclear waste storage facility at a place outside one of the 50 States or the District of Columbia.
