Authorizes the Secretary of the Interior to acquire for addition to the Pettaquamscutt Cove National Wildlife Refuge: (1) an area in Rhode Island known as Foddering Farms Acres; and (2) such lands, waters, and interests therein as the Secretary considers appropriate. Provides for boundary revisions.
