A bill to permit duty free treatment for certain articles provided by the Max Planck Institute for Radioastronomy and the Arcetri Astrophysical Observatory to the Steward Observatory.

Amends the Trade and Tariff Act of 1984 to extend indefinitely the existing duty-free treatment of articles provided by the Max Planck Institute for Radioastronomy, Germany, to the Steward Observatory, Arizona.

Directs the Secretary of the Treasury to admit duty-free large binocular telescope components, parts, and equipment provided by the Arcetri Observatory, Italy, and the Max Planck Institute for use by the Steward Observatory of the University of Arizona.
