National Recreation Lakes Study Act of 1996 - Amends the Land and Water Conservation Fund Act of 1965 to require the President to appoint an advisory commission to review and report to the President and specified congressional committees on the extent of water related recreation at Federal man-made lakes and reservoirs and alternatives to enhance the opportunities for such use by the public, including the establishment of a National Recreation Lake System.
