Amends the Federal criminal code to prohibit persons under indictment for, or convicted of, any crime involving domestic violence from owning or possessing, or engaging in other specified activities with respect to, firearms.
Authorizes the Secretary of the Treasury to prescribe regulations providing for the effective receipt and secure storage of firearms relinquished by or seized from such persons.
Exempts persons convicted of a crime of domestic violence from certain provisions regarding: (1) restoration of civil rights after a conviction; and (2) administrative relief from firearm prohibitions.
