Authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to jointly present, on behalf of the Congress, a bronze medal to civilians who participated in combat operations on December 7, 1941, against Japanese military forces attacking Hawaii.
Directs: (1) the Secretary of Defense to certify eligible persons; and (2) the Secretary of the Treasury to strike additional medals necessary for the presentation.
Authorizes appropriations. Provides that the authority provided by this Act shall be effective as of November 5, 1990.
