Directs the Federal Energy Regulatory Commission to: (1) reinstate a specified license for an Ohio hydroelectric project at the licensee's request, effective September 25, 1993; and (2) extend the time period during which such licensee is required to commence project construction so that the period terminates on September 24, 1999.
