A bill to make appropriations for the Black Lung Disability Trust Fund for fiscal year 1996.

Makes appropriations for FY 1996 for the Black Lung Disability Trust Fund, including certain transfers of payments, to fund benefits under the Black Lung Disability Program (administered by the Department of Labor). Provides additional amounts for making repayable advances to such Fund in the current fiscal year after September 15, 1996, for costs incurred by such Fund in the current fiscal year.

Makes appropriations for FY 1996 and through the first quarter of FY 1997 for special benefits for disabled coal miners under the Black Lung Program (administered by the Social Security Administration) under title IV of the Federal Mine Safety and Health Act of 1977.
