A bill to recognize the validity of rights-of-way granted under section 2477 of the Revised Statutes, and for other purposes.
Prohibits any final rule or regulation of any Federal agency pertaining to the recognition, management, or validity of a right-of-way pursuant to Revised Statute 2477 (authorized rights-of-way for construction of highways over public lands not reserved for public uses) from taking effect unless expressly authorized by an Act of Congress after enactment of this Act.
