James Guelff Body Armor Act of 1995 - Amends the Federal criminal code to prohibit the sale or delivery of body armor unless the buyer and seller meet in person to accomplish its sale, delivery, and receipt, with an exception for body armor used by law enforcement officers. Sets penalties for violations.
