A bill to exempt stored value cards from the Electronic Fund Transfer Act, and for other purposes.

Amends the Electronic Fund Transfer Act (EFTA) to modify the definition of "accepted card" and "account" to exclude a stored value card (i.e., a prepaid card), thus exempting such cards from EFTA regulatory jurisdiction.
