Southern Agricultural Act of 1995 - Title I: Cotton - Amends the Agricultural Act of 1949 (Act) to extend: (1) upland cotton loan, payment, and acreage reduction programs; (2) the extra long staple cotton program; and (3) the cottonseed and cottonseed oil price support program.
Title II: Peanuts - Amends the Agricultural Adjustment Act of 1938 to suspend peanut marketing quota and acreage allotment provisions. Extends provisions regarding: (1) poundage quotas (eliminates the special Texas allocation); (2) poundage quota sale, lease, or transfer; and (3) experimental and research programs.
Title III: Oilseeds - Amends the Act to extend oilseed and soybean loan and payment provisions.
Title IV: General Commodity Provisions - Subtitle A: Amendments to the Agricultural Act of 1949 - Amends the Act to extend authority for: (1) supplemental set-asides and acreage limitations; (2) deficiency and land diversion payments; (3) established price and price support adjustments; (4) optional program participation; and (5) acreage base and payment yields.
Subtitle B: Miscellaneous Commodity Provisions - Amends the Food Security Act of 1985 to extend payment limitation authority.
Amends the Food and Agriculture Act of 1977 to extend normally planted acreage and target price provisions.
Amends the Options Pilot Program of 1990 to extend the options pilot program.
Amends the Agriculture and Food Act of 1981 to extend authority for the National Agricultural Cost of Production standards Review Board.
Subtitle C: Application - Sets forth application provisions for amendments made by this Act.
