Amends the Bretton Woods Agreements Act to prohibit the authorization of appropriations for any increase in the U.S. subscription of capital stock in the International Bank for Reconstruction and Development (Bank) for use directly or indirectly for the establishment of an emergency financing mechanism (fund) under the control of the International Monetary Fund (IMF) or the Bank (particularly to help bailout banks of member nations).
Directs the Secretary of the Treasury to instruct the Executive Directors of the IMF and the Bank to oppose and vote against any proposal to establish such a fund, as proposed by the Group of Seven Nations in Halifax, Nova Scotia on June 16, 1995.
