A bill to amend the Stevenson-Wydler Technology Innovation Act of 1980 with respect to inventions made under cooperative research and development agreements, and for other purposes.
Technology Transfer Improvements Act of 1995 - Amends the Stevenson-Wydler Technology Innovation Act of 1980 regarding title to intellectual property arising from cooperative research and development agreements (CRADAs) to provide: (1) the collaborating partner with the option to choose an exclusive or nonexclusive license for a field of use for a resulting CRADA invention; (2) confidentiality of commercial information; and (3) limited Government use rights under specified circumstances, such as public health and safety needs.
Provides, with regard to income distribution from intellectual property received by Federal laboratories, for: (1) agency payments of $2,000 plus 15 percent of future royalties to the inventor, and payments to other contributing personnel; and (2) laboratory use of royalties for related research and other expenses.
Amends the Fastener Quality Act (FQA) to modify various definitions.
Repeals provisions authorizing the Secretary of Commerce to designate items as being within the definition of fasteners under the FQA.
Modifies testing and certification requirements. Permits an alternative procedure for demonstrating conformity to chemical characteristics standards.
Changes requirements regarding the sale of domestically produced fasteners subsequent to manufacture, including concerning commingling and subsequent purchaser requirements.
Allows designation of Department of Commerce officers or employees to conduct investigations under the FQA.
Modifies FQA recordkeeping requirements.
Repeals provisions establishing an advisory committee.
