Establishes the National Land and Resources Management Commission to review and submit to the President and the Congress a report making recommendations for reforming management of the public land by the land management agencies. Includes among matters to be addressed: (1) reducing overall land management costs by 30 percent; (2) transferring ownership or jurisdiction between government entities to allow the most efficient and consistent management of the land and its resources; (3) establishment of a single land management agency for all public land; and (4) a draft implementing bill.
Sets forth procedures for consideration of such report by the President and the Congress.
Authorizes appropriations.
