Rule provides for consideration of H.R. 889 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Measure will be considered read. Specified amendments are in order. It shall be in order to consider as an original bill for the purpose of amendment the text of H.R. 889, as modified by inserting a new title V consisting of the text of H.R. 845. The amendment shall be considered as read. No other amendment shall be in order except the amendment in the nature of a substitute printed in the report accompanying this resolution, if offered by Rep. Obey or his designee and not subject to further amendment. Specified points of order against both amendments shall be waived.
