Amending the Rules of the House of Representatives to impose the Ramseyer requirement on conference reports.

Amends rule XXVIII of the Rules of the House of Representatives to require the explanatory statement that accompanies each report made by a committee of conference that repeals or amends any statute or part thereof to include: (1) the text of such statute or part; and (2) a comparative print showing, by appropriate typographical devices, the omissions and insertions proposed to be made.
