Rule provides for consideration of H.R. 3675 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. Providing for the consideration of the bill in the Committee of the Whole House on the state of the Union. Points of order against provisions in the bill for failure to comply with clause 2 or 6 of rule XXI shall be waived except as specified in the resolution. Where points of order are waived against part of a paragraph, points of order against a provision in another part of such paragraph may be made only against such provision and not against the entire paragraph. Bill is open to amendments. An amendment printed in sec. 2 of this resolution shall be considered as having been adopted in the Committee of the Whole and in the House
