Rule provides for consideration of H.R. 2854 with 2 hours of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. The resolution waives all points of order against consideration of the bill and provides for consideration in the Committee of the Whole. Specified amendments are in order. It shall be in order to consider the amendment in the nature of a substitute recommended by the Committee on Agriculture now printed in the bill. Allpoints of order against the committee substitute shall be waived. No amendment to the substitute shall be in order except those specified in the report accompanying this resolution and shall not be subject to further amendment.
