Amends rule XXI of the Rules of the House of Representatives to prohibit a bill or resolution, or any amendment or conference report thereon, from being considered in the House which names any object or activity for which federally appropriated money is provided, or permits a recipient of such money to name any object or activity for which federally appropriated money is provided, for a living individual who is or has, within the last five Congresses, been a Member of Congress.
