Waives provisions of rule XI of the Rules of the House of Representatives that require a two-thirds vote to consider a report from the Committee on Rules on the same day it is presented to the House with respect to resolutions reported by such Committee on or before November 23, 1995, to provide for the consideration or disposition of any bill or joint resolution that includes provisions making further continuing appropriations for FY 1996, including any amendment, conference report, or any amendment reported from conference in disagreement thereon. Provides that this Act shall not apply to a resolution providing for consideration or disposition of a reconciliation bill.
