To amend the Rules of the House of Representatives to provide that a Member, officer, or employee may not accept a gift or expense reimbursement from any entity which has an interest in actions taken by the Congress.

Amends rule XLIII (Code of Official Conduct) of the Rules of the House of Representatives to provide that such rule does not authorize a House Member, officer, or employee to receive a gift or an expense reimbursement from any entity which has an interest in actions taken by the Congress.
