Rule provides for consideration of H.R. 2126 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. Points of order against provisions in the bill for failure to comply with clause 2 or 6 of rule XXI shall be waived. Measure will be read by title. Bill is open to amendments. Upon adoption of this resolution, an amendment striking sections 8021 and 8024 of the bill shall be considered as adopted in the House and in the Committee of the Whole. During consideration of the bill for amendment, the Chairman of the Committee may grant priority in recognition to those Members who have had proposed amendments printed in the Congressional Record.
