Amending the Rules of the House of Representatives to eliminate the discretion of the Speaker to name another Member to perform the duties of the Chair without the approval of two-thirds of the Members, and for other purposes.

Amends rules I and XXIII of the Rules of the House of Representatives to require the approval of two-thirds of the Members of the House for the Speaker to name a Member to perform the duties of the Chair: (1) for up to three legislative days; (2) for up to ten days in the case of his illness; or (3) to preside over the Committee of the Whole House on the state of the Union.
