Amending the Rules of the House of Representatives to reduce the time for a recorded vote from 15 minutes to 2 minutes, and for other purposes.

Amends rule XV of the Rules of the House of Representatives to reduce from 15 minutes to two minutes the time within which a Member of the House must respond to a roll call or quorum call in order to have his or her vote or presence recorded by electronic device.

Amends rule XI to prohibit House committees from sitting while the House is in session.

Authorizes any House committee or subcommittee thereof to sit and act and to hold hearings at such times and places within the United States only whenever the House is not in session.
