Rule provides for consideration of H.R. 1561 with 2 hours of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. Specified amendments are in order. It shall be in order to consider an amendment in the nature of a substitute recommended by the Committee on International Relations now printed in the bill, as modified by deleting section 2210, for the purpose of amendment under the five minute rule for an initial period of 10 hours. Consideration of amendments shall not continue beyond 2:30 p.m. on Thursday, May 25, 1995. Other than pro forma amendments, only amendments printed in the Congressional Record shall be considered. After the initial period of 10 hours, further amendments shall be considered only if offered by the Chairman of the Committee on International Relations as part of an en bloc amendment.
