Amends rule XXVIII of the Rules of the House of Representatives to make it out of order to consider a conference committee report until: (1) ten (currently, three) days after it is filed (excluding Saturdays, Sundays, and legal holidays); or (2) if the ten-day period is waived, three days after it is filed. Allows the three-day period to be waived in accordance with a report of the Committee on Rules adopted by a two-thirds vote, a quorum being present, making in order the consideration of a specified conference report. Provides that, during the last six days of a session, if the question of consideration is raised against a conference report that does not meet the requirements of this Act, the report may be considered only if the question is adopted by a two-thirds vote, a quorum being present.
