No further amendment to the concurrent resolution shall be in order except those designated in section 2 of this resolution, to be considered in the order and manner specified. All points of order against the amendments shall be waived, except that the adoption of an amendment in the nature of a substitute shall constitute the conclusion of consideration of the Concurrent resolution for amendment.
