Amending the Rules of the House of Representatives to provide for disclosure of the source of amendments, measures, and committee reports.

Amends rule XI of the Rules of the House of Representatives to: (1) require that any committee report on a measure include a disclosure of whether any part of the report or measure is written by any individual other than a Member or Federal employee and the name of each such employee; and (2) prohibit a measure or recommendation from being reported from any committee unless the chair discloses, prior to entertaining a motion to order the measure reported, the measure's author if it was written in whole or in part by any individual other than a Member or Federal employee.

Amends rule XVI to require any Member offering an amendment in the House, in the Committee of the Whole, or in any committee, on the demand of any Member, to identify the author of all or any part of that amendment unless it was written by any Member or Federal employee, in which case the offeror shall so state.
