General debate shall be confined to the bill H.R. 4), and the text of H.R. 1214, with two hours equally divided by the chairman and ranking Member of the Committee on Ways and Means, and three hours controlled by the chairmen and ranking Members of the Committees on Economic and Educational Opportunities and Agriculture. After general debate on the bill, the Committee of the Whole shall rise without motion and no further consideration of the bill shall be in order except pursuant to a subsequent order of the House.
