Authorizes the Administrator of the Environmental Protection Agency (EPA) to enter into cooperative research and development agreements with colleges and universities, State environmental protection agencies, and nonprofit organizations to participate in a cooperative research unit to develop research and training programs relating to environmental protection.
Limits EPA's participation in the cooperative research unit to: (1) the assignment by the Administrator of EPA scientific personnel to serve at the unit; (2) the provision of assistance for the work of researchers on environmental protection projects; (3) the provision of equipment; and (4) the payment of incidental expenses of EPA personnel and employees of other entities assigned to the unit.
