Establishes a pilot program under which county-based rural development boards may apply to the Secretary of Agriculture for specified rural development project grants. Requires project cooperation with State rural development councils, substate regional organizations, and land grant institutions. Authorizes appropriations.
Directs the Secretary to: (1) create a national training and information system; and (2) publish a statement of national rural development goals.
