Amends the Federal Water Pollution Control Act to deem any municipal treatment facility employing chemically enhanced primary treatment that discharges via an ocean outfall into an open marine environment over four miles offshore into a depth exceeding 300 feet and that is in compliance with all local and State receiving body water quality standards to be the equivalent of secondary treatment.
