To amend the Federal Election Campaign Act of 1971 to provide for partial removal of limitations on contributions to candidates whose opponents exceed personal contribution limitations in an election.

Amends the Federal Election Campaign Act of 1971 to: (1) partially remove contribution limitations for a candidate whose opponent uses more than $1,000 of personal funds in an election; and (2) require notification for independent expenditures made within seven days of an election.
