Sea of Okhotsk Fisheries Enforcement Act of 1995 - Amends the Central Bering Sea Fisheries Enforcement Act of 1992 to prohibit U.S. vessels and nationals from fishing in the Central Sea of Okhotsk except in accordance with an international fishery agreement to which the United States and the Russian Federation are parties.
