Amends the Foreign Service Act of 1980 to authorize the retention of retirement, survivor, health, or other benefits for spouses or former spouses of Foreign Service participants who are disqualified from receiving such benefits for official misconduct or disloyalty to the United States, provided that such spouses had no involvement in such misconduct or disloyalty.
