Authorizes the Secretary of the Interior to collect and expend donated funds and expend appropriated funds for the operation and maintenance of a visitor center to be constructed with private funds on lands located outside the boundary of the Rocky Mountain National Park, Colorado, for visitors to, and for administration of, the Park.
