Amends the Federal judicial code to authorize the appointment of an independent counsel when the Attorney General determines, upon completion of a preliminary examination, that there are reasonable grounds to believe that: (1) attorneys of the Department of Justice have engaged in prosecutorial misconduct, corruption, or fraud; and (2) further investigation is warranted.
