To amend the independent counsel provisions of title 28, United States Code, to authorize the appointment of an independent counsel when the Attorney General determines that Department of Justice attorneys have engaged in certain conduct.

Amends the Federal judicial code to authorize the appointment of an independent counsel when the Attorney General determines, upon completion of a preliminary examination, that there are reasonable grounds to believe that: (1) attorneys of the Department of Justice have engaged in prosecutorial misconduct, corruption, or fraud; and (2) further investigation is warranted.
