Quiet Communities Act of 1996 - Directs the Administrator of the Environmental Protection Agency to reestablish an Office of Noise Abatement and Control, which shall be responsible for coordinating Federal noise abatement activities, updating or developing noise standards, providing technical assistance to local communities, and promoting research and education.
Requires the Administrator, with funds provided for the Office, to conduct a study of airport noise and its physiological effects on surrounding communities in major metropolitan areas.
Authorizes appropriations.
