Model Adoption Act of 1996 - Amends the Omnibus Budget Reconciliation Act of 1993 to set as a prerequisite for Federal grants to State courts to assess and improve handling of foster care and adoption proceedings that the State in which a court is located has specified provisions of the Uniform Adoption Act in effect and operation.
