Requires the United States Sentencing Commission to report to the Congress concerning the effect of cocaine (both crack and powder) and other illicit drugs on domestic violence. Requires that the report include an analysis of the sentences imposed for offenses involving such drugs where domestic violence occurred and any recommendations for improving sentencing in such cases.
