To amend the tort claims procedures in title 28, United States Code, to allow a member of a uniformed service to bring an action for personal injury against a health care professional in a uniformed service, with the exception of injuries received during a declared state of war.
Stephen E. LeNoir Malpractice Accountability Act of 1996 - Amends the Federal Tort Claims Act to make the United States liable in an action brought by a member of a uniformed service for personal injury caused by the provision of health care by a health care professional in a uniformed service, except where such injuries were sustained during a declared state of war.
