Amends the Antiquities Act of 1906 to require presidential proclamations declaring areas national monuments to be submitted to the Congress. Terminates proclamations not approved by the Congress by joint resolution within 180 calendar days of continuous congressional session after the date of issuance.
Sets forth procedures for consideration of such joint resolutions.
